I am familiar with the reverse experience:
An iPhone or iPad with a passcode and credit cards in the wallet app will delete the cards from the wallet if you decide to remove the passcode.
Apple is trying to enforce at least a minimum level of device security if you insist on storing credit card data on it.
I would have expected that you would not have been able to store credit card data on a device with no passcode in the first place.
