I save pdf to IBooks. That is were I keep all my owners manuals and things like that.

iOS 11 apparently still stores any data files with the app involved - when saving it locally (on the device involved).
When saving a downloaded file elsewhere (not locally), this confinement does not apply.
Me, I have created a "temp" folder on Dropbox that roughly corresponds to my "Downloads" folders elsewhere.
As I tend to keep electronic copies of user manuals on OneDrive (as files) or as uploads to Google Play Books, I often use this work-around.
From the content of the PDF file visible in Safari, I use the Share menu and select "Save to Dropbox". I then can choose the Dropbox folder to save to. That does store the PDF file there, but it's a two-part operation of downloading then uploading. I have noticed that with the mere link visible in Safari, the file saved to Dropbox is a text file named "File" + time-stamp merely containing that link.
I can then open the file in iBooks or use Safari to upload to Play Books. (The Play Books app doesn't feature uploading nor purchasing.) I'd prefer iBooks, but I'm using devices on five operating systems.
Be aware that my way involves downloading, uploading, and probably twice so. Battery drain and perhaps data plan involved accordingly.
Besides, I have dragged the "Save to Dropbox" button rather to the keft of the Actions ribbon of the Share menu.

I would do it to make sure it saved to my iPad.Now it says it has downloaded it, but the file doesn't show up anywhere, that I know to look anyway.
