1) You have upgraded from the free 5GB plan to the paid 200GB plan.

2) This cloud room is not to be confused with the room on your device in hardware.

3) You can "easily" change plans from Settings on your iPad:
Settings > General > Storage & iCloud Usage
header iCloud > Manage Storage > Change Storage Plan

4) I have the 200GB plan to have my iOS devices auto-backup to it. I could probably do with less.
