Try this - it is free and worked on my windows laptop:
It is a little utility that allows your PC to share it's printer driver with the iPad. Whenever you are connected to your home wi-fi network, your iPad can use your laptop to print. This worked very reliably for me! Just install and forget - it works seamlessly. I haven't bought any print utilities at all.
