If you haven't already tried it, I would delete the mail account in Settings and then add it back again.  Look up the directions for doing this specific to the version of iOS that you are running.

running the battery down and charging/restarted didn't help. i have noticed that on the home screen the Mail icon displays the correct number of unread mail. if i open outlook mail and read new mail, the number of read emails on the Mail icon changes.
is there any way i can download the Mail app again?
i'm thinking of throwing in the towel and treating myself to an iPad Pro then i'll have fun transfering stuff over!
