My "technical and European" answer is: I have used the same unlocked SIM cards with both phones and iPads.
I'm not sure if I could verify this again by testing, as here in the Netherlands the government has ordered the use of distinct telephone number series for devices with and without speech (as the Internet of Things was about to grab all available mobile numbers). I now have more subscriptions.
By the way:
If you couldn't, you might use your phone as a personal hotspot. This does drain its battery, though.
