I have not yet run into an app designed for the iPhone/iPod Touch that will not run on the iPad. They display in the center of the screen at the same size as the smaller devices and can be made larger by touching the 2X button located at the bottom right of the screen. Usually the increased size gives a blurry image and I prefer to keep the app at it's intended size.

Just looking at the apps I have downloaded to the iphone... 100 of them aren't compatible with the iPad...yet so I will maintain both equally for quite some time it appears. (maybe I'm interpreting the screen wrong... it says that 36 apps are iphone, itouch, ipad apps and the other 100 are iphone, itouch apps) I never really paid attention to that screen until now.
I use the iphone more for the apps than for the phone features but if developers would ever gain control over the phone api, things might change there.
