Dropbox is a cloud service, like iCloud and many others. A place outside your devices, physically on some computer in some server center in some country. Therefore, it requires an Internet connection.
Like with the others, Dropbox requires you to have an account and log into it. Authorization may be required on an app-by-app basis.
You may want to use Dropbox, at least with a free account to:
- create more storage space on your iPad
- store files in a folders structure that makes sense to you (like per project, rather than per app)
- automatically synchronize a certain folder in the cloud with a certain folder on a desktop computer
- make files available to you on other devices (across platforms)
- make certain files available to others
Dropbox does a very good job integrating with iOS (and other operating systems). I don't know about the current state of security concerns (hacking).
Me, I heavily use it (and others) for accessing files from many devices across operating systems.
