Follow Jim's advice first and, if that doesn't work, here's a suggestion from an Apple discussion list:
If you deleted the App by mistake, open the App Store App, and search for Apple Contacts, the first result should be the default Apple App.
If says Open instead of having an iCloud icon, then that means its still on your iPhone somewhere.

Does anyone know howI can get my Contacts app back on my Home screen? For some reason it's not showing on my screen.
I can access it if I go into Settings and click on it there and all my contacts are theRe. But is is inconvenient to have to do it that way. Any help on how to restore it to my home screen would be appreciated. I am using the new iOS 11.2 on an iPad 10.5.
