Yes, the iPad will read public library books, either with iBook or with third party readers like Bluefire Reader.   I've done it.

The challenge, however, is getting them loaded into the iPad.  Just as an overview, you generally need Adobe Digital Editions on your computer (free).   Download from the library (epub format is best), use Adobe to open it, then use iTunes to move it to "books" on the iPad. 

Also, at least here, the process of finding, checking out, and downloading from the public library is multiple step and painfully slow.   I don't think the public libraries are going to put the Apple store and Amazon out of business.
