I think it depends on the number of folders and apps in them. It kept very few of my folders after the update. I had done a backup prior to getting my iPhone 5 replaced and did the same when restoring the new phone as it did when updating to iOS.
I only have two home pages. The second screen was all folders. When I restored/upgraded, I had whatever the max home screens are. Every time I moved apps into newly created folder more icons were added to the screen as I had too any apps to fit on the max number if screens. I currently have 521 apps on my iPhone (I swear I'm going to use them all someday)
