It gets that from your router. Check the settings and log on the router.
Go to settings on the IPad click on the blue arrow to the right of your network name, try hitting Renew Lease.

Subject: [iPad] Wireless Trouble
I have seen references to this problem, but no solution. My iPad connects to
open networks just fine, but it will not connect to my home Access Point
running WPA-PSK.
My iPhone and my netbook and laptop all connect just fine. The iPad shows an
IP of 169.254.198.102 and I have NO idea where it gets that.
Anyone know of a solution?
