Yes, as far as I know iOS 10 was the first iOS that introduced stock app deletion.
I think the feature to remove stock Apple apps was introduced with iOS 10.

Yes
Only the cover was on display and book could not be opened
Reboot worked in third attempt since I gave more than 15 minutes break before booting up.
Now it is working fine.
