If it accepts the swipe then the touch screen isn't not functioning. Try the soft reset and suggested. There's hope yet!!

 I know this is not about the iPad but I thought I would ask here because you all are so knowledgeable .  I did the new iOS update on my iPhone within the next few days my touch screen has frozen .  I cannot turn my iPhone off because it will not except my swipe to slide it off I cannot do anything with the touch of the screen has anyone had this problem.
